NANHRI – ACERWC : A FRAMEWORK AGREEMENT to integrate child rights principles into all activities of National Human Rights Institutions (NHRIs)

Prof James Mouangue Kobila, Chairperson of the Network of African National Human Rights Institutions (NANHRI), Chairperson of the Cameroon Human Rights Commission (CHRC), and Honourable Sabrina Gahar, Chairperson of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC), signed a framework agreement on the sidelines of the opening ceremony of the 47th Session of the ACERWC. The ceremony was presided over by Her Majesty Queen Masenate Mohato Seeiso of the Kingdom of Lesotho, consort of King Letsie III, at the Manthabiseng Convention Centre in Maseru.

The three objectives of this Memorandum of Understanding (MoU) are set out in its Article 1:

• integrate child rights principles into all activities of National Human Rights Institutions (NHRIs);

•promote the participation of children in all relevant processes and strengthen accountability mechanisms accessible to children.

During this solemn ceremony, the Acting Executive Secretary of the ACERWC, Dr. Ayalew Getachew Assefa, recalled with evident enthusiasm that it was under the leadership of Prof James Mouangue Kobila that the CHRC distinguished itself as the first NHRI to be affiliated with the ACERWC. He concluded that, in his capacity as Chairperson of NANHRI, the Chairperson of the CHRC was particularly well placed to sign and implement this intra-African MoU.

In her remarks, the Chairperson of the ACERWC paid tribute to the cooperation between the Committee and NANHRI. She commended the sustained commitment of Prof James Mouangue Kobila to the ACERWC, and expressed her expectation that he would help increase the affiliation of African NHRIs to the mechanism she leads. She further emphasised the need for the Committee’s extensive activities to translate into immediate progress for child rights in every African country, with the support of NHRIs.

For his part, the Chairperson of NANHRI underscored that he had not waited for the signing of this MoU to initiate the mobilisation of NHRIs with a view to significantly increase their participation in the 47th session of the ACERWC. This effort builds on the momentum of the 15th NANHRI Biennial Conference, whose theme focused on promoting and enhancing African human and peoples’ rights instruments and mechanisms, including the African Charter on the Rights and Welfare of the Child (AChRWC) and the jurisprudence of the ACERWC. He assured Chairperson Sabrina Gahar that he would shortly address correspondence to all African NHRIs not yet affiliated with the ACERWC, urging them to submit their affiliation applications to Maseru bbefore the next session of this key human rights mechanism dedicated to children, who are universally regarded as the future of Africa.

LE RINADH ET LE COAEDBEE SCELLENT LEUR PARTENARIAT POUR LES DROITS DES ENFANTS

Le Pr James MOUANGUE KOBILA, président du Réseau des institutions nationales africaines des Droits de l’homme (RINADH) et président de la Commission des Droits de l’homme du Cameroun (CDHC) et l’Honorable Sabrina GAHAR, présidente du Comité africain d’experts sur les Droits et le bienêtre de l’enfant (CoAEDBEE) ont signé un accord-cadre en marge de la cérémonie d’ouverture de la 47e session du CoAEDBEE présidée par Sa Majesté Masennate MOHATO SEISO la reine du Royaume du Lesotho, épouse du roi LETSIE, au Palais des congrès Manthabiseng de Maseru.

Les trois objectifs de ce Memorandum of understanding (MoU), sont spécifiés dans son article 1er :

– intégrer les principes des Droits de l’enfant dans toutes les activités des institutions nationales des Droits de l’homme (INDH) ;

– promouvoir la participation des enfants dans tous les processus pertinents et – renforcer les mécanismes de redevabilité accessibles aux enfants.

Pendant cette cérémonie solennelle, le secrétaire exécutif par intérim du CoAEDBEE, le Dr Ayalew GETACHEW ASSEFA, a rappelé avec un enthousiasme non feint que c’est sous la présidence du Pr James MOUANGUE KOBILA que la CDHC s’est distinguée comme la première INDH affiliée au CoAEDBEE. Il en a déduit que le président de la CDHC, en sa qualité de président du RINADH, était particulièrement bien placé pour signer et mettre en œuvre ce MoU intra-africain.

Dans son propos de circonstance, la présidente du CoAEDBEE a rendu hommage à la coopération entre le CoAEDBEE et le RINADH, salué l’engagement constant du Pr James MOUANGUE KOBILA vis-à-vis du CoAEDBEE, avant d’ajouter qu’elle compte sur lui pour relancer les affiliations des INDH africaines auprès du mécanisme qu’elle préside et pour que les abondantes activités du CoAEDBEE se traduisent en progrès immédiats pour les Droits des enfants dans chaque pays africain, avec le concours des INDH.

Le président du RINADH a, quant à lui, souligné qu’il n’a pas attendu la signature de ce MoU pour déclencher la mobilisation des INDH pour accroître significativement leur participation à la 47e session du CoAEDBEE, dans le prolongement de la XVe Conférence biennale du RINADH dont le thème visait à promouvoir et à valoriser les instruments et les mécanismes africains des Droits de l’homme et des peuples, y compris la Charte africaine des Droits et du bien-être de l’enfant (ChADBEE) et la jurisprudence du CoAEDBEE. Il a rassuré la présidente Sabrina GAHAR qu’il adressera prochainement des correspondances à toutes les INDH africaines non affiliées au CoAEDBEE, afin qu’elles envoient leur dossier d’affiliation à Maseru avant la prochaine session de cet important mécanisme des Droits de l’homme qui s’occupe des enfants, unanimement considérés comme l’avenir de l’Afrique.
