“At the Popular Action Party, we are counting on the youth; their position is 60% constitutional. We know many have been traumatized by the bad government of the kleptocratic regime in power for over 40 years. However, the Popular Action Party offers a new horizon of hope for the young people in Cameroon.

We believe that in a constitutional democracy with competitive politics, limited public office mandates, and a New Federal Republic with elected governors and strong institutions and systems, we could guarantee sustainable development and relative peace over time. This is sure with state resources used for state local sector management and development, with only an agreed percentage for the federal government.

The current Bicephal, Bijural, Bicameral Executive, Judiciary, and Legislature can only function effectively with the aforementioned agenda, with zero appointments to the other arms by the dominant executive. Here, the constitutional council is independent, ELECAM is independent, and parliament is autonomous and competitive. The head of state may not be the head of his party upon oath of office.

This radical change requires a complete political transition with the following steps: the building of people’s power, the departure of the current government by any disposition, a sovereign people’s conference on the basis of a new republic, a constitutional amendment, or, if not possible, a referendum, all of which are guided and managed by a transitional government guided and managed according to Article 6.4 of the current Constitution.

The Popular Action Party (PAP) is not without an agenda. We have a new political order that we are putting on the dialogue table in consideration and respect of the sovereign will of the Cameroonian people. This model of political order is the Great Cameroon Vision, which projects elected officials in civil service administration. This new political order is a complete adjustment that will enable the balance of power and independence of the Executive, Judiciary, and Legislative with zero appointments by the President of the Federal Republic to head any of the arms.

This will make the appointive neocolonial system of D.Os and SDO disappear for mayors, parliamentarians, and regional councillors to effectively perform their functions as outrightly expressed in the Constitution. This is just part of my thoughts on the New Cameroon Vision and Cameroon After Paul Biya. More parts will be put up for public debate.

Summarily, we are proposing a 12-state Federal Republic with voted governors and limited office mandates as follows:

1: Sahel State, Maroua

2: Benoue State, Garoua

3: Vina State, Ngoundere

4: Kadi State, Bertoua

5: Ongola State, Yaoundé

6: Mbam State, Bafia

7: Noun State: Foumban

8: Abakwa State, Bamenda

9: Fako State, Buea

10: Littoral State, Douala

11: Grassfield State, Baffousam

12: Memve’le State, Ebolowa

Meanwhile

The country shall be divided into four geopolitical zones, as follows:

1: The Grand North Zone

(Sahel, Benoue, Vina)

2 (the Western Zone)

(Abakwa, Bamelike Mbam, noun)

3: The Coastal Zone

(Littoral, Fako)

4: The Grand South Zone

(Ongola, Kadi, and Memve’le)

We are proposing a 5-year term of office, renewable once, for all state governors. These governors shall be elected by direct universal suffrage. Each state shall use 45% of its resources for state administration and 55% for the federal government. States shall take care of primary and secondary education, markets and local taxation, state police and local transport networks, welfare, and infrastructure of the States with a spirit of positive competivism.

Leadership is built on the foundation of a vision and transformation, not transactions.

The Federal Government shall oversee national defense, interstate transport, higher institutes of learning and universities, state-to-state relations, and foreign cooperation. The current regional councilors shall be maintained and referred to as state councilors (state assemblies). However, they shall be voted by a direct universal vote, and the numbers shall be altered to reflect the 12 states population distribution and density as of a new official population census.

The geopolitical zones are vital in the redistribution of executive appointive positions, as each geopolitical zone shall, by consensus, propose government ministers for appointment in the formation of a government. This is in the spirit of encouraging communal solidarity, equality, diversity, geopolitical zone balance, and balanced national development.”
