It’s essential of speech presented by Mrs Tanyitiku E. Bayee, General Director of NASLA. Yesterday, 10 July 2024 it was twin ceremony for official launching of the first session of basic training for Municipal Police Officers and the inauguration of the NASLA administrative and pedagogic building.

« In this regard, NASLA has endeavoured to implement the Very High Directives of the President of the Republic by developing a basic training programme adapted to the context and to the challenges of preserving good urban order and respecting the rights and freedoms of citizens

It is in conformity with the principle of subsidiarity that our Councils are called upon to provide the population with quality public service that meets demands. In light of this, the municipal police service is a tool for preserving balance, and a key actor in ensuring social cohesion, peace and harmony in our towns and cities ; all of which underlines the need for the municipal police to have qualified personnel who are capable of discharging their duties, with definite impact on the development of the Council.

In this respect, the basic training for municipal police officers offered by NASLA targets a paradigm shift, as it provides the officers undergoing training with the relevant knowledge needed for carrying out their duties smoothly. The training, which will also enable all municipal police services to be regularised, is spread across three months. The carefully selected teachers will deliver training modules that include law and freedoms, techniques for writing tickets and reports, physical exercises, simulations in first aid, funeral policing and so on. This will enable the municipal police services of councils and City Councils to master their professional environment, and to act lawfully and in compliance with the ethical and deontological principles underlying the exercise of the profession of municipal police officer.

NASLA is therefore pleased to launch this training programme, for which it would like to thank the Government of the Republic, and more specifically the Ministry of Decentralization and Local Development, the Ministry of Finance, and the General Delegation for National Security, for the Guidance and support they have given the school in organising this training programme. NASLA is also grateful to its longstanding partners who have been instrumental in the realisation of this mission, as it counts on the same support to carry it out successfully and sustainably”.
